The Council of Kangs was first introduced in Ant-Man and the Wasp: Quantumania, and considering the circumstances of Loki season 1, the Council may be related to Loki season 2. Thanks in large part to his variations, Kang the Conqueror (Jonathan Majors) has been established as the primary antagonist in the Multiverse Saga of the Marvel Cinematic Universe. Kang’s versions around the universe look for power in diverse ways, but Kang and He Who Remains carried it to extremes, one by trying to dominate the multiverse and the other by wanting to prevent it. He Who Remains, who was revealed to be the Time Variance Authority’s (TVA) originator and whose death has caused significant upheaval in the multiverse, was introduced by Loki.
In Ant-Man and the Wasp: Quantumania, Kang the Conqueror made his MCU debut, but Scott Lang and Hope van Dyne finally stopped him from leaving the Quantum Realm. The Council of Kangs, on the other hand, became aware of Kang’s passing and started preparing for their multiversal rebellion. Since Loki season 1’s events most likely had a direct impact on the Council of Kangs, Loki season 2 will be crucial in determining the fate of the Kangs in the MCU and in laying the groundwork for the impending crossover events Avengers: The Kang Dynasty and Avengers: Secret Wars.
